WHY is it illegal to set a serve in beach volleyball? - beach volleyball set

First I read the outer usav (Section 13.4) the rules on the early success of the team, and do not participate as too top-down "action fingers". What I know - WHY? What this rule is to prevent it? What a scene happens in games that require usav this rule apply when there is a rule in the game there? Everyone I know that following this rule, but nobody seems to know why there is the rule.
